France was a founding member of the European Union and has the second-largest economy in the EU. As such, it seems likely that other European countries will follow their lead on many things, especially when there is no defined EU policy.

The Current Status In France

On the 13th February, France decided to ban disposable e-cigarettes. This was as a result of concerns regarding their appeal to young people and potential health risks. This was just before the French nicotine pouch regulations changed, banning nicotine pouches and effectively making them illegal.

The ban was a result of health concerns. However, the French government also stated that it was part of the National Tobacco Control Program, which aims to create a tobacco-free generation by 2032.

What’s interesting about this is that nicotine pouches are tobacco-free.

It should be noted that, as of February 2025, this was a notification. It has yet to be passed into law. At present, nicotine pouches in France are still a legal option.

The good news is that, while the French lawmakers debate whether to ban nicotine pouches in France, they can still be legally purchased and used.
