The aim is to protect children and young people from the harmful effects of nicotine on their still-developing brains.
It’s estimated that introducing this strength limit will make between 85-90% of current nicotine pouches illegal in Denmark.

It’s worth noting that the New Nicotine Products Association (NNPA), is a global collaboration designed to promote tobacco harm reduction strategies and encourage responsible development and use of nicotine products.
The NNPA are against restricting flavours. They feel if you’re trying to encourage people to quit smoking, it will be easier with a bigger flavour range. They are almost certain to find something they like.
Take away the flavour options and people will be more likely to use something else, such as cigarettes or e-cigarettes. Both of which are more harmful to your health.
Packaging
The rules in Denmark are very clear. All packaging on nicotine pouches needs to be neutral and unappealing to young people.

The aim is to limit the attractiveness to young people and therefore discourage them from trying nicotine pouches. It’s an approach many countries are using.
