Denmark is one of the founding members of the European Union. They joined in 1993 after a referendum with 63% of the population in favour.

While that means they must abide by EU regulations, this doesn’t apply to nicotine pouches. The EU haven’t yet set any regulations.

For this reason, they’ve created their own set of rules. Denmark pouch regulations are surprisingly strict.

The strictest ones will take effect from July 2025 and be fully enforced by July 2026.

Strength Limits

Denmark isn’t alone in enforcing nicotine strength limits. However, they’re taking it much further than any other country.

The new regulations mean that a nicotine pouch cannot be stronger than 9 mg. This is a relatively low strength. Many heavy smokers and nicotine pouch users will be accustomed to consuming much more than 9 mg.

The aim is to protect children and young people from the harmful effects of nicotine on their still-developing brains.

It’s estimated that introducing this strength limit will make between 85-90% of current nicotine pouches illegal in Denmark.

That means more people will look to the black market and source pouches from outside Denmark.

In addition, as most young people start with light doses of nicotine, it’s unclear how this restriction will prevent young people from using nicotine pouches.

Flavour Options

Denmark has considered the variety of nicotine pouch flavours currently available and believes that the array of flavours is encouraging people to try pouches.

To reduce the attractiveness of nicotine pouches, Denmark has banned many flavours, such as bergamot and citrus flavours.

It’s worth noting that the New Nicotine Products Association (NNPA), is a global collaboration designed to promote tobacco harm reduction strategies and encourage responsible development and use of nicotine products.

The NNPA are against restricting flavours. They feel if you’re trying to encourage people to quit smoking, it will be easier with a bigger flavour range. They are almost certain to find something they like.

Take away the flavour options and people will be more likely to use something else, such as cigarettes or e-cigarettes. Both of which are more harmful to your health.

Packaging

The rules in Denmark are very clear. All packaging on nicotine pouches needs to be neutral and unappealing to young people.

The aim is to limit the attractiveness to young people and therefore discourage them from trying nicotine pouches. It’s an approach many countries are using.

It seems likely that Denmark will continue to allow the legal sale of nicotine pouches. However, the regulations are tight enough to make it an extremely competitive market.

Unfortunately, this competitiveness is likely to push consumers into sourcing their pouches elsewhere. Potentially exposing users to poor-quality pouches.
